It is dried flower pedals. No data on it, so wondering if it's safe. My daughter loves it, hope so.

Ground Cinnamon or the stick? I would tend not to use the ready ground stuff on the basis of "Trust" for it not to me "improved" by the manufacturer by adding sugar to it. I have never had a problem with the bark or stick unground Cinnamon. I would suggest that is the safer version to use and lower in fiber too

Yes, I actually use cinnamon infused butter for cinnamon flavor in most of my cooking (heat butter and a cinnamon stick over very low heat until fragrant, pour into dish and refrigerate until solidified, then break into smaller pieces and freeze them to use anytime I need). In the case of the rice, I sautéed the rice in cinnamon butter before cooking, then added a combo of saffron infused water and homemade chicken or turkey broth. Very nice flavor.
