I discovered this idea by default. I had run out of dog food and had some mince spare so cooked this up for them, tasted a bit and thought that it would probably be great for a staple toddler meal.
It doesn't look exciting, but toddlers aren't going to pull you up on your food presentation and it would be very useful to use in a food challenge as you could use the basic recipe for a few days, then add something to it and see if there is any reaction.
Basically just get some good quality mince (beef, pork, lamb, chicken, turkey - it works with any of these), fry in a little oil till browned then add a portion of rice and just over double portion water and bring to the boil, then simmer for about 15 minutes depending on which rice you use. I use basmati rice, it seems to work well and have a good taste.
Don't use brown rice as that is higher in fructose.

If I understand you correctly then I'm pretty sure I ate this growing up and still do,... my family called it meat and rice. Not a very clever name now that I think about it.

The meat & rice we ate as kids was just cooked plain ground beef mixed with already cooked white rice. Very plain but tasty for us.
I still cannot get my wife to cook it for me now as an adult.
